Ukrainian President Volodymyr Zelenskyy said Democratic gains in the US midterm elections could bring more support for Kyiv, while European officials urged the incoming Congress to increase pressure on Russia. The Democrats’ control of both the Senate and House changes the congressional balance, but it has not yet produced a new Ukraine policy.
In comments reported by Al Jazeera, Zelenskyy said Democrats had spoken more clearly about supporting Ukraine and restoring ties between Washington and Europe. He said stronger congressional backing for financial or military assistance could affect Russian President Vladimir Putin. EU foreign-policy chief Kaja Kallas likewise called on the new Congress to continue supporting Ukraine and put more pressure on Russia. Zelenskyy’s comments and Kallas’s appeal
The practical scope of the shift is constrained by the presidency. Deutsche Welle’s election analysis says Congress controls legislation and government spending and can investigate the executive branch, giving Democrats tools to put Ukraine aid on the agenda and scrutinize the administration. But President Donald Trump can veto legislation; overriding that veto would require a two-thirds majority in both chambers, which the report does not establish Democrats possess. DW’s explanation of Congress’s powers and limits
The election changes congressional leverage rather than immediately restoring the level of US assistance Ukraine received under the previous administration. DW reports that US support and military aid were reduced under Trump and that Democrats could seek new assistance, while Al Jazeera reports that Democratic aides view support for Kyiv as a priority once the party controls the congressional agenda in January. Neither report describes a new aid package, sanctions measure or other adopted commitment.
Diplomacy is moving separately. Al Jazeera reports that Trump envoy Steve Witkoff said Washington would bring Ukrainian and Russian delegations together in Abu Dhabi on November 10 and 11, and that Zelenskyy had discussed the talks with Witkoff and Jared Kushner. The congressional change therefore enters an active negotiation process, but its effect on those talks remains unestablished. Al Jazeera’s report on the planned talks
